Our Board
Mitsuko Leonard
Mitsuko Leonard serves as the Director of Recruitment at the University of California, Davis. Prior to joining UC Davis in 2002, she worked in Japan and Spain, where she also traveled extensively throughout the surrounding regions. At UC Davis, Mitsuko has managed the international and domestic evaluation of undergraduate applications, as well as student recruitment within California, across the U.S., and abroad. She has spearheaded several recruitment tours, including the inaugural international recruitment tour for the University of California system. Mitsuko is passionate about challenging conventional established recruitment strategies and leans into innovative approaches geared toward the empowerment of students, enhanced access, and breaking down global barriers to higher education.
Pranav Pradhan
Pranav Pradhan serves as the Director of International Admission at the University of San Francisco, where he leads undergraduate admission and student recruitment across Africa, Europe, and South and West Asia. He brings extensive experience as an admission officer, with expertise spanning student advising, international recruitment, and admissions strategy. Pranav has led recruitment tours across a range of countries and previously worked as an EducationUSA Adviser. He has also served as a volunteer on the CIS Asia Committee. He was once an international student in the U.S. himself, an experience that shapes the personal understanding he brings to guiding students through their own journey abroad. He is also a trained pilot, and he loves talking about aviation just as much as he loves talking about international higher education.
Heather Fomin
Jackie Vogl
Jackie Vogl worked at the State University of New York College at Plattsburgh for more than 30
years, primarily serving in roles that supported international education. Beginning in 2003, she
served as the college’s Senior International Officer, with responsibilities spanning international
recruitment and admissions, student services for international students, and study-away
programs.
Since retiring from full-time work in May 2023, Jackie has remained involved in higher
education through part-time roles with various institutions and international organizations. She
also enjoys spending time outdoors, learning to play pickleball, and singing with local vocal
ensembles.
Skye Rust
Skye Rust serves as the Senior Director of Recruitment at Columbia College Chicago where she oversees innovative strategies to help domestic and international students find their best fit university. She holds a BA in International Relations & French, a MA in French & Francophone Literature, a MA in Interdisciplinary Arts and studied and worked in Paris, France before moving to Chicago. She worked as a French professor prior to entering Enrollment Management, has traveled to over 70 countries and served on the CIS Committee for Europe, Middle East and Africa.
James Quill
James Quill began working in the field of international education as a Peace Corps volunteer in Bulgaria in 2008. While earning his master’s degree in Central Eurasian Studies at Indiana University, he worked on educational outreach projects for American Councils in Tajikistan. He first joined OIS in 2013 as a processor and then as a Credentials Analyst, where he developed an in-depth knowledge of both secondary and post-secondary international education systems. After spending three and a half years at Wabash College as Senior Assistant Director of International Admissions, he returned to OIS where he looks forward to continuing to connect with students from all over the world.
